Error in end of game clock management

Tie game, Miami has the ball, 3rd and 14, ***** on the 18 yard line. There is 29 seconds on the clock and Miami has all 3 timeouts. They throw a pass short of the first down. However instead of calling a time out and kicking the game winning field goal, the clock jumps to 0:00 and the game goes to OT.
