How come on Gameplanning under Offensive Plays the chart says there are 12 offensive formations and under Personnel there are only 10 formations

Hm, I wonder if one is filtered by what is available in your playbook and the other is showing all formations in the game.

No. The game planning section shows a 023 and 131 formation that do not exist in any playbook. The rules creator has those formations as well under offensive rules.
