It would helpful to be able to create rules where only the specified settings override your regular game plan settings.

Example:

I want to create a rule to put my defense in 100% Pass Key in the last 10 minutes of the 4th quarter when I'm leading. This would be to help against the inevitable 4th quarter pass-fest comebacks. Currently, to accomplish this I would create rules for when it's in the 4th quarter with 10:00 to 0:00 remaining (plus Any down, Any distance, etc...) with settings that match my regular defensive game plan settings for each scenario except that they would all specify 100% Pass Key.

In my suggestion, I would create a rule that just specifies 100% Pass key (and no other settings) whenever the conditions (4th quarter, 10:00 to 0:00, Any down, etc...) are matched. Then, when the quarter and time were matched, the game engine would use 100% Pass Key plus the other settings (Sec, LB, etc...) from what ever game plan settings/other rules are in effect for the given situation.

This example illustrates two reasons why partial rules would be valuable:

1) Most of us have dozens of different game planning scenarios based on down, distance, and position on the field. To accomplish the goal in my example, I will have to create a rule for each of those scenarios that duplicates all of the settings of each scenario except they set the Pass/Run key to 100% Pass.

2) Because defensive rules allow us to set the personnel group(s) used I have to pick one or more as part of each rule (leaving them all at 0% defaults them all an even distribution of 20% for each group). So I lose the ability to continue to match opposing offensive player groups with the appropriate defensive one by implementing this (or really any) defensive rule.

The other thing that bugs me in the 4th quarter is that you'll start seeing the team that is behind only take like 15 seconds per play when they run or complete a pass and there will still be like 10 minutes left in the game.

This is because that team is in hurry-up, which you do control. Probably has it set too high, or is way behind.

Yeah I get that, but even then that seems really quick to get every play off in 15 seconds when there is still 11 minutes left in the 4th or something like that.
