The primary receiver is randomized for each play based on the number of receivers running routes of the same distance as the play call with preference given to the WR1, WR2, WR3, WR4, WR5 in that order. So if you want to target the TE, you need to run routes where the TE (WR3 or WR4 in the 212 or 113 OR WR5 in the 014) would be the most likely to be targeted first. This means finding plays where the TE runs a route the same distance as the play call, but the WR1 and WR2 run a deeper route. (Only a few of these exists.)
