conflicting rules

Is there a priority in the gameplan rules for conflicting inputs or does it choose randomly

If you have two rules that cover the same situation, they are combined equally - essentially the rules set a weight for each play's probability to be called, so multiple rules just adds to the weight of each play. Plays with higher weights in both rules will just have a higher probability to be called, because the weights are combined.
